Charge Before Reset?

Should the battery be fully charged and all cells balanced BEFORE a reset?What is the procedure?
Disconnect cells high to low
Charge NEW cells to full and balanced
Complete spotweld
Connect low to high for balancing
Perform the reset now and then put in laptop.
