Reading EEprom Only

Can the EEprom be read without any battery connected ?Does the controller board want to see +P and -P voltage before EEprom can be read from SCL ,SDA and Ground? If for example the battery is 14,4 Volt can you connect a adjustable power supply to +P and -P set on 14,4 Volt and then connect SCL,SDA,Ground to just read EEprom only? Thanks.
